Edward was 72 years of age. Edward Anthony Watkins was born on October 28, 1946 in NYC. He was the oldest of six children. He graduated from Warwick Valley Central High School in 1964 and joined the Army, serving from 1965-71. He received his AA degree from Manhattan Community College in 1975. In 1976, he became President of the National Council of EEOC Locals 216 and served until his retirement in 1998. He was a dedicated trade unionist. In 1994, he was appointed Deputy Commissioner for Federal programs at the New York State Division of Human Rights, and he was a member of the Civil Rights Employment Task Force. He was the first Puerto Rican President of the Federal Union from the National Conference of Hispanic Law Enforcement Officers, and he received the “Good Scout” Award from the Bronx Council of the BSA in 2001 and 2006. He is survived by three children and four grandchildren.
